To carry out the guidance of “Three Activities” on safe construction and production

To strengthen management of fire safety on construction sites

In order to carry out national plan of “Year of Quality and Safety” and guidance of National Work Safety Teleconference, intensively conduct “Work Safety Year” event, and promote stable and favorable situation of work safety, as agreed by the State Council, now work safety executing, regulating, and publicizing (the “Three-ing Activity”) will be advanced in all areas, industries (fields), and units, national work safety inspection will be conducted in all areas and by all departments, and Work Safety Commission of the State Council will organize special survey to create a safe and stable environment for 60th anniversary of establishment of P.R.C.

From May 11, Beijing Municipal Commission of Housing and Urban-Rural Development (BMCHURD) will combine with Administration of Work Safety, Fire Protection Bureau and etc to conduct fire safety executing inspection in a planned, stepped, and targeted way to building and municipal infrastructure construction projects within the jurisdiction, with focus on fire protection system, agency, facilities, and emergency plan on the construction site, so as to intensively eliminate potential hazard; besides, work safety publicizing activities will also be conducted.

During the inspection, BMCHURD will mainly investigate and treat illegal acts such as failure to handle construction permit and quality and safety reporting procedures for projects, failure, delay to report any existent accidents or with any omission or false report; problems such as failure to conduct safety potential hazard elimination and control to projects in accordance with relevant requirements, failure to establish emergency plan or conduct on-site rehearsal, and failure to conduct safety education to construction workers will also be regulated.

The Company has established a fire safety inspection plan throughout the Company based on guideline of “Three-ing Activity” organized by Office of the State Council and Ministry of Construction in building construction and combined with requirements on fire safety during inspection.

First, the Company’s inspection team conducts key inspection to key projects in or outside the city, during which particular inspection has been made to fire protection instruments, fire fighting access, emergency power supply, electric tools, combustible goods on the construction site and living area, potential hazard notice has been issued for relevant sites required for rectification by special personnel and within certain period and with proper measures.
