With the rapid economic development and deepening reform and opening up in China, the project supervision has achieved considerable progress. In a few large cities, the number of supervising units has reached over 300 with the annual supervision income of about 2 billion Yuan. The development approach of the project supervision should adapt to many circumstances including economic development, the deepening reform, challenges facing China after accession to WTO and the double impact on the consulting industry from market economy and knowledge economy etc. The author thinks that the project supervision will shift towards the following two ways: first, considering our national conditions, most supervision enterprises will be professionalized and take on-site supervision; second, according to international practice, a few competent supervision enterprises will come towards all-process and omni bearing project management. These two approaches will supplement and facilitate each other to boost Chinese supervision industry to a higher level.

Ⅰ. Requirements of Modern Engineering Project

1. The characteristics of modern engineering projects such as large scale, diversified investment, etc., entail high-quality and high-level professional modern engineering project management. Modern engineering project management is a large complex system. With the core objective of control and the support of information, it can only be accomplished by well-matched highly effective and risk-resistant management mode, procedures, methods and technology. In this way, overall control and holistic optimization can be realized to enhance management level and investment returns.

2. The characteristics of modern engineering projects such as globalization of market changes and project management internationalization etc necessitate high intellect and high skills in modern engineering project management. Knowledge economy is an economy turning knowledge into gains. It generates not only plain labor productivity but also more attractive knowledge productivity. Highly-intellectual and highly-skilled modern engineering project management can lead to new creative ideas, new achievements and new wealth.

This entails governmental supports and regulation (according to related stipulations).

2. Requirement, problems and countermeasures for highly-intellectual and highly-skilled project management talents.

3) Countermeasures: Launch clear stipulations about the competency, talents and the relevant conditions the project management enterprises should possess and the talent type, quantity and quality necessary for undertaking project management; Speed up the training of professional talents for project management; For large projects, talents can be optimized and integrated between two or among more consulting enterprises to meet the market demand of domestic and foreign project management.

3. Requirement, problems and countermeasures for high-quality and high-level project management effectiveness.

1) Requirement: Modern project management entails high-quality (enhancing the service quality and project quality of project management) and high-level (enhancing the management level and investment returns of project management) project management effectiveness.

2) Problems: Regarding the high-quality and high-level project management effectiveness, below are the main problems. First, the inconsistency between the qualification and competency of the project management enterprises and a wide gap for the talent type, quantity and quality necessary for undertaking project management lead to inadequate service quality and inconspicuous enhancement of management level and investment returns. Second, because of the low project management level and investment returns, currently the project management enterprises don’t have a desirable and credible status in the eyes of employers and in the society. Because Chinese project management level is relatively low, a few employers and contractors from the developed countries even think that Chinese engineering companies and contractors don't have the capability to independently management and control the large modern projects.

III. The following countermeasures can be taken to achieve high-quality and high-level project management effectiveness.

1. Cultivate and support a few project management enterprises of comprehensive functions (the prerequisite competency, talents and the relevant conditions for project management).

2. Make experimental works and summarize a few high-quality (enhancing the service quality and project quality of the project management) and high-level (enhancing project management level and investment returns) project management experiences.

3. Research, analyze and summarize modern project management ideas, methods which are close to the international tendency and of Chinese national characteristics and apply them into Chinese project management (including knowledge-based management, virtual organization, and comprehensive control, risk management, informationized management and post-project appraisal etc.).Based on these data, stipulate the necessary competency, talents and effectiveness the project management enterprises should possess and project management (PM) service and project management contracting (PMC) criterion. In this way, more and more project management enterprises and projects can meet the requirements of modern project to make greater contributions to enhance the project management level and investment returns, improve the status and credibility of project management in the eyes of employers and in the society, accomplish the strategy of “going out” implemented by the 16th national people’s congress and ultimately improve the international competitiveness of Chinese enterprises.

In the 21st century, to promote economic development, the developed countries are diverting more resources to project management. Strategic management and project management will play a vital role in handling global market changes and knowledge innovation. Project management has become an ideal occupation choice in America. According to the statistics, the annual salary of the elementary staff, the intermediary staff and the advanced staff in project management are respectively 45,000-55,000 USD, 65,000-85,000 USD and 110,000-300,000 USD. American universities have started to set up the master’s degree for project management, which poses a great challenge to replacing MBA (Master of Business Administration). The transformation from project supervision to project management is very challenging cause.
