Two Ministries Jointly Promoted Green Building

Introduction: June 5th of this year is the 40th World Environment Day. On the same day 40 years ago, delegates from all countries put forward a resounding slogan: We only have one earth! As an energy-intensive industry, construction industry has caused great damage to the environment. In the past two years, all countries have drafted several measures of construction industry, such as green buildings, energy-saving construction, and building renovation.
Ministry of Finance and Ministry of Housing and Urban-rural Development have jointly announced Implementation Opinions on Accelerating the Development of Green Building in China, aiming at making green buildings more than 30% of new constructions through a variety of means by 2020.
The announcement clarified the main objective and basic principles of promoting the development of green building. In addition to effectively raising the proportion of green building in new constructions, it also strives to achieve the goal that by 2014 there will be full implementation of green building standards in the government funded public construction and affordable housing in municipalities, cities and provincial capitals, and there will be more than 1 billion square meters of new green building in 2015.
Two ministries cleared that they will implement differentiated fiscal support policies according to different star levels of green building. With the main focus on single unit construction award, they will promote the development of green buildings of two-star and above, so as to improve the standards of green building. Meanwhile, the promotion of green building materials, such as high-strength steel, high-performance concrete, and fireproofing and insulation materials with excellent thermal insulation properties is highly advocated. The realization of utilization of residential facilities is expected, the full decoration of housing is vigorously promoted. Newly built housing will be provided with full decoration or menus of decoration choices, so as to promote the unification of personalized decoration and industrialized decoration.
