In order to strengthen the management of safety production at the construction site, welcome the 60th anniversary of the founding of the People's Republic of China with a harmonious and stable environment, and ensure the smooth progress of related activities during the National Day, In accordance with the spirit of Beijing's "15th stage air pollution control measures" and the "Notice of Beijing Municipal Fire Safety Commission on Special actions to clean up Combustible materials in key areas for the celebration of the 60th anniversary of the founding of New China" (Fang 'an Word (2009) No. 22) and other relevant documents, the following requirements are put forward, please comply with them.

1. All units should earnestly implement the requirements of the Municipal Party Committee, the municipal government and the Municipal Housing and urban and rural construction Committee "National Day safety Action", take practical measures to further strengthen the construction site safety production management, to prevent the occurrence of construction safety production accidents.

2. Before the construction of the project, each construction unit shall provide the construction unit with the data of the construction site and the pipeline in the adjacent area, and the data shall be true, accurate and complete. Before construction, each construction unit should formulate protective measures for underground pipelines and overhead lines, and the safety management department should strengthen the inspection of the construction protection of underground pipelines and overhead lines, and immediately eliminate safety hazards when found to prevent accidents that damage underground pipelines and overhead lines.

3. Work within 500 meters on both sides of Chang 'an Avenue and its extension line (Sihui Bridge to Wukesong Bridge) will be suspended from September 30 to October 2 for earthwork, structural construction and open flame operations. Please ask the construction unit of the above project to arrange the construction schedule reasonably according to the actual situation, and reserve reasonable construction parts to ensure the safety of the project.

4. Strictly implement the requirements of the Notice on Issuing the Safety Management Measures for Riskier Sub-Projects (Construction Quality (2009) No. 87), and strengthen the management of riskier sub-projects. For more than 5 meters (including 5 meters) deep foundation pit projects, the erection of 50 meters (including 50 meters) tall scaffolding, height of more than 8 meters (including 8 meters) or span more than 18 meters (including 18 meters) and the total construction load of more than 15kN/m2(including 15kN/m2) of the formwork support system must be prepared special construction plans, and approved by experts before implementation. Special plans should be prepared for demolition projects and large-scale mechanical equipment disassembly operations, and they should be implemented in strict accordance with the plans.

5. Strengthen the safety production management of the 500-meter construction site around the National Day Park to ensure that the safety production management of the site is in place and the green construction management is in place. When lifting materials, the lifting machinery shall not exceed the construction site. The balance arm of the tower crane shall not swing over the building.

6. All units should earnestly implement the "Beijing Fire Safety Commission on the implementation of the 60th anniversary of the celebration of the founding of the People's Republic of China special action Notice on fuel cleaning in key areas" (see annex) requirements, from September 1 to October 10, in the city to carry out in-depth special action on fuel cleaning in key areas.

During the National Day fireworks within 500 meters of the construction site, the construction unit should strengthen fire safety management, organize the cleaning of combustible materials, eliminate fire hazards in a timely manner, implement the on-site care personnel during the discharge, effectively achieve full coverage of combustible materials, flammable debris full cleaning, relevant personnel full training, guardianship personnel in place, to achieve the "non-combustible" site goal, Prevent fire accidents.

7. The construction site should be complete fire facilities and meet the requirements, to strengthen the management of the site open fire operation, strictly implement the "fire certificate" approval system, the site should be equipped with fire watching personnel and fire extinguishing equipment, after the operation must confirm that there is no fire safety hazards before leaving. Flammable and explosive materials from the feeding, storage, use of strict management.

Each construction site should do a good job of fire protection and duty work, strengthen site inspection, and prohibit non-construction personnel from entering the construction site at will.

8. During the National Day holiday, the urban two-level safety supervision station should arrange some personnel to carry out spot checks on the construction site.
